Established in 2021, the city of Des Moines’ Neighborhood Commercial Revitalization program has awarded $1.5 million in matching funds to support mid- and large-scale renovations of more than two dozen buildings in key neighborhood corridors across Des Moines. The program has extended the life of buildings in neighborhoods like the Highland Park and Drake neighborhoods and created new homes for small businesses and entrepreneurs throughout the city.
New in 2025, the Small Business Impact Loan program is designed to provide targeted financial assistance for small businesses ready to launch, expand or scale but face barriers to accessing traditional lending sources. This program is issuing its first-ever low-interest microloans to six small business owners. These funds will go toward tenant space improvements, equipment purchases, marketing efforts and inventory needs.
“The heartbeat of our city lies in the creativity, resilience and impact of our small business owners,” said Connie Boesen, mayor of Des Moines, in a news release. “Programs like the Neighborhood Commercial Revitalization and the Small Business Impact Loan reflect our commitment to helping these businesses thrive.”
Small Business Impact Loan Program 2025 Recipients
24K Juice – A health-focused business in Des Moines is moving into its first retail space. This project includes expanding the menu with more juices, smoothies and healthy snacks. It also allows for the upgrade of the café and kitchen with new energy-efficient equipment, installing a self-serve kiosk and launching a targeted marketing and website campaign.
Black Bagel – Its new shop will be in the Center at Sixth development within the historic 6th Avenue Corridor. Black Bagel aims to become a gathering space for neighbors and visitors to the district with its handmade bagels and house-made cream cheese crafted from locally sourced ingredients.
Chandelier – A new event space in Highland Park, Chandelier brings new life to a building which sat vacant for over a decade. Chandelier is also dedicated to supporting local entrepreneurs through an open vendor policy.
Hotori – Recently opened at 1417 Walnut St. in the Western Gateway area, Hotori offers authentic Asian groceries and household goods, and will serve as a community space with cultural events, food tastings and cooking demonstrations.
Rook Room – Opening soon at 300 S.W. Fifth St., the Rook Room is transforming from a pop-up game-based event business to a full board game lounge and café, offering a new space.
Tullpa Restaurant – A Peruvian eatery, Tullpa specializes in traditional, homemade Peruvian dishes.Tullpa will be upgrading its dining area, refreshing the menus and launching a marketing campaign.
Neighborhood Commercial Revitalization 2025 Recipients
4701 University Ave. – In the Waveland commercial area, 4701 University Ave., is set for revitalization. The proposed mixed-use space, featuring an antique and vintage furniture boutique, will receive comprehensive improvements. Planned upgrades include new concrete work, electrical and plumbing systems, structural reinforcements, landscaping, façade restoration and HVAC installation — all aimed at preparing the site for new commercial uses.
1940 Easton Blvd. – On the city’s east side, this property is being stabilized for a potential Latin Market and retail shops. Currently vacant, this site will undergo structural repairs. Planned work includes replacing damaged roof trusses, reinforcing the building’s foundation and installing a durable rubber EPDM roof to protect and preserve the structure for future use.
2312 Forest Ave. – 2312 Forest Ave. will be transformed into a new mixed-use space with commercial potential. Exterior enhancements such as painting, window repairs, tuckpointing and siding restoration will complement infrastructure repairs, including roofing, structural reinforcements, HVAC installation and plumbing and electrical upgrades. Planned site improvements also include new signage, parking lot repairs, exterior lighting and refreshed sidewalks, setting the stage for future neighborhood-serving retail.
2000 S.E. Sixth St. – A long-vacant building is poised to become a full-service boutique floral and design studio. Planned improvements include the restoration of windows and storefront systems, façade repairs such as tuckpointing and painting and updates to core infrastructure. Work will also include concrete and fencing installation, basement support reinforcement, roof repairs and necessary upgrades to electrical systems and grease traps, ensuring the space is ready for modern business operations.
4140 Park Ave. – In the southwest portion of the city, Mr. Tacos LLC will soon open a full-service restaurant, complete with a drive-thru window. Building renovations are underway to prepare the space for diners, including new stucco and siding, window replacement, patio installation, garbage enclosure construction, roof repairs, grease trap installation and updated electrical and plumbing systems.
